New page: Stability of Washington's Revenue, Expenditures

We've just added a new page, complete with graphs, which refutes Tim Eyman's assertion that our state's revenue and expenditures are somehow out of control. As the graphs show, both revenue and expenditures tend to rise and fall with the economy, and as a percentage of personal income - which is the only widely used accurate method of measuring them - they're stable.
